MINUTES OF THE REGULAR MEETING OF THE DISTRICT BOARD
WEDNESDAY, APRIL 13, 2016 AT 7:00 P.M.
1. Call to Order
President Moritz called the meeting to order at 7:01 PM
2. Roll Call
BOARD MEMBERS PRESENT: Moritz, Dehn, Walker, Thiele-Sardiña
BOARD MEMBERS ABSENT: None
STAFF MEMBERS PRESENT: Scott, Heather Lenhardt

4. District Manager’s Report
1) CIP Project:
a) Belle Haven I (Eastside Triangle) is approximately 95% complete.
b) Sausal Vista pump station pipeline, phase I PG&E conduit is installed and contractor working on
punch list items. McGuire and Hester to begin Phase II. Break ground anticipated to be May
2016.
c) Design for Butler Building and Atherton Liner underway.
2) Affiliate Agency/Association News:
a) CWEA: Annual Conference April 24-29, at Santa Clara Convention Center. April 29, Board invited to
Awards luncheon.
b) CASA: In response to WBSD request, CASA has started a Collection System Group.
c) CSRMA: Ex Mod factor down to 104. Pooled liability dividend = $27K.
3) Upcoming Events:
Board meetings: April 27 is Board member consideration – One letter received thus far. Budget
WorkShop May 4 @ 7pm. May 11 is SSC Public Hearing and SVCW CIP update with Dan Child.
4) Misc/Action Items from Previous Meeting:
a) SSOs: 1 SSO year to date.
b) SHGCC: Contract work proceeding. Critical items of an agreement are being ironed out, i.e. cost
sharing, O&M costs, guarantee of service etc., more meetings scheduled throughout April
c) CMPK: Continuing MOU discussions – next meeting April 11.
d) OPEB: Actuarial study due this spring. DM considering establishing a reserve to fund liability $100k.
e) FEF: Restrooms being installed.
f) Facebook West Campus: Additional purchase of entitlement totaling $1,156,171.60 is needed.
5) Resource Sharing:
a) Town of Los Altos Hills: Continuing cleaning and TV. Will begin GPS locating of MHs. SSO rate
down.
b) Town of Woodside: District assisting with Pump station rehabilitation planning.
c) Sewer Authority Mid-Coast Side: Submitted draft FOG program assessment. Submitted a quote for
quarterly inspections at their request.
6) Board Review of DM Report: DM will facilitate a check of items for relevancy within the DM report

Comments: Minutes approved as corrected and item 5E approved as amended for grammar
on line 5.
6. Discussion on Pre-Funding of OPEB (Other Post-Employment Benefits) Liability
Comments: DM Scott led discussion which led to the Board consensus to set aside funds in
reserves and continue to fund as pay as you go. President Moritz would like to know the fees
to set up an irrevocable trust but the Board believes costs of the trust would far out weigh the
benefit.
7. Report: Update & Discussion on Recycled Water Project
Comments: DM Scott reported on progress on meetings with City of Menlo Park and
continuing discussions with SLAC on MOU. Proposal from RMC Water & Environment for
feasibility study for east side recycled water project and DM Scott reports that State
reimbursement for one half of the cost is possible up to $75,000.
8. Report & Discussion on South Bayside Waste Management Authority (SBWMA)
Comments: Secretary Dehn reported that last month’s meeting was cancelled.
9. Report & Discussion on Silicon Valley Clean Water (SVCW)
Comments: President Moritz reported that the draft EIR comments for conveyance system
CIP are complete and the SFR applications are in. Next SVCW meeting is April 14.
10. Closed Session – WBSD
