MINUTES OF THE SPECIAL MEETING OF THE DISTRICT BOARD
WEDNESDAY, MAY 9, 2018 AT 5:00 P.M.
1. Call to Order
President Moritz called the meeting to order at 5:11 p.m.
2. Roll Call
BOARD MEMBERS PRESENT: Moritz, Dehn, Thiele-Sardiña, Walker, Otte
BOARD MEMBERS ABSENT: None
STAFF MEMBERS PRESENT: Scott, Ramirez, Kitajima, Reese, Bahrami, Simonetti,
Scheidt, Beyer, Werness

4. Fiscal Year 2018/19 Budget Workshop – Discussion of General Fund, Capital Fund,
Reserves, and Capital Outlay
Comments: DM Scott and staff presented FY 2018-19 draft budget to the Board and
discussed each item.
The General Fund was proposed to spend $22,417,514, reserve $9,367,714 for 5 months of
operations, and transfer $5,875,539 to the Capital Fund, for a total Budget allocation of
$37,660,767.
The Capital projects were listed and explained. The consensus of the Board was to present
the proposed budget in June. The Board directed staff to add in this year’s budget to increase
the part-time clerical position to a full-time Administrative Technician. This will add
$30,000.00 in salary plus the additional PERS cost to WBSD of $16,614.00 for a total
increased cost of $47,000.00 per year. The Board also directed staff to include the expense
of paying down SVCW bond debt by utilizing all of the $6.6M of the Rate Stabilization Fund.
