MINUTES OF THE SPECIAL MEETING OF THE DISTRICT BOARD
WEDNESDAY, NOVEMBER 30, 2016 AT 7:00 P.M.
1. Call to Order
President Moritz called the meeting to order at 7:04 PM
2. Roll Call
BOARD MEMBERS PRESENT: Moritz, Dehn, Otte, Thiele-Sardiña
BOARD MEMBERS ABSENT: Walker

4. District Manager’s Report
1) CIP Project:
a) Sausal Vista Phase I is complete. Phase II is 97% complete.
2) Affiliate Agency/Association News:
a) CWEA: January Board meeting and workshop.
3) Upcoming Events:
a) December 14 regular meeting. December 8 Holiday Luncheon. December 28 meeting
cancelled. January 11 regular meeting includes solid waste rates and public hearing
and set public hearing for connection fees.
4) Misc./Action Items from Previous Meeting:
a) SSOs: 7 SSO year to date. 1 in November.
b) Info Binders & Ethics: Please bring your binders in for updating. Board would like to proceed
with electronic version of information binders to access. Ethics exams due.
c) Inquiry on sale of FEF: a Realtor inquired whether the FEF property was for sale to build low
income housing.
d) 1010 Alma Street project: the District is working on a developer’s agreement to replace the
sewer line behind project.
5) Resource Sharing:
a) Town of Los Altos Hills: Beginning new contract year of cleaning and TV. 1 SSO to date this
calendar year.
b) Town of Woodside: District assisting with Pump station rehabilitation planning. Performing
routine cleaning. Public Works Director asked District to consider the reduction of annual
cleaning in in order to save costs this year; District will evaluate risk for doing so.
c) Stanford Maintenance Crew: Sergio Ramirez hosted a tour of the District’s Sewer
Maintenance equipment for the Stanford University campus Maintenance Crew and showed
them the equipment we have and what customization we’ve done to fit the maintenance needs
of the District. They were very appreciative of the opportunity to visit.
5. PUBLIC HEARING: Consideration to Adopt a Resolution for Application to LAFCo for
Activation of Latent Powers to Provide Recycled Water Service Within West Bay Sanitary
District Service Area – Sharon Heights Phase I and Phase II

8. Report: Update & Discussion on Recycled Water Project and Update on Negotiations with
Sharon Heights Golf Course on Long-Term Agreement
Comments: DM Scott outlined the following tentative project timeline, assuming an RFP
release date of December 1: RFP Release December 1, proposals due January 19, 2017,
Interviews January 30, 2017, select design/build team February 10, 2017, conclude
negotiations with Sharon Heights Golf Course end of February 2017, NTP for design/build
team March 8, 2017, completion of construction September 15, 2018. DC Condotti reported
that the last draft of District revisions was sent back on November 19 and he has not received
any comments back. DM Scott reported the real estate appraisal valued parcel of Sharon
Heights Golf Course land at $9M. Phase A project management funds are low and DM Scott
reported that Caltrans permit will be moved from phase B to phase A to keep project moving
along. DM Scott discussed his letter presented to the City of Menlo Park City Council regarding
the District’s plans to conduct a feasibility study for the Bayfront area for the potential use of
recycled water, including irrigation, groundwater recharge, firefighting, public fill stations, and
indoor demand from toilet/urinal flushing as well as cooling and process water and the
possibility of partnering with the City on a Bayfront recycled water project.
