District Board Members are elected at large to four year terms. Board elections are held in even years i.e. 2024 and 2026. Fran

Fran Dehn – President (Term: 2020-2024)

Ms. Dehn, a long time Menlo Park resident and property owner, joined the WBSD Board in August 2008. She originally moved to Menlo Park from work at Massachusetts Institute of Technology to continue her career in biomedical research at Stanford Research Institute (now SRI International). Since then she has held research, sales, marketing, and management positions with several international corporations in the medical diagnostics, medical computing and computer industries. Ms. Dehn has degrees in biology, chemistry and an MBA in management. She also represents West Bay by serving as a Board Member on the South Bayside Waste Management Authority, Joint Powers Authority for the solid waste and recycling franchise.

Dave

David Walker – Secretary (Term: 2020-2024)

Mr. Walker is a native of Menlo Park, and attended local schools before going to Saint Mary’s College of California, where he received his bachelor’s degree in Business Administration and a minor in Economics. He began his career working for 3Com and Palm in the InterOperability Lab. Mr. Walker is currently a Project Manager / Estimator for Malcolm Drilling Company, Inc. which specializes in installing foundation systems for large buildings and bridges throughout the United States. Mr. Walker was elected to the WBSD Board of Directors in November 1999 and served as the Secretary of the Board from 2002 – 2014.

Roy Thiele-Sardiña – Treasurer (Term: 2022-2026)

Roy is a long time Menlo Park resident and is a seasoned venture capitalist and entrepreneur with over 30 years of investment and operating experience in the technology industry. He was the co-author of Measure L for pension reform in Menlo Park. Most recently, he served as Managing Director at Steelpoint Capital and is also the Managing General Partner of HighBAR Ventures. HighBAR was founded by Roy and Sun Microsystems’ Co-Founders. He also worked at Sun Microsystems (NASDAQ:SUNW) for 11 years. Roy is a family man and holds a B.S. in Electrical Engineering and Computer Science from the University of Wisconsin-Madison and an M.B.A. from New York University, Stern School of Business.

Ned

Edward P. Moritz – Director (Term: 2022-2026)

Mr. Moritz first moved to Menlo Park in 1979. He spent over 35 years in the freight and logistics business working in the areas of government relations, pricing, operations planning, international-ocean, marketing and branding. He started his career in Washington D.C. working for the American Trucking associations and then worked for Consolidated Freightways and Con-way Inc. He retired from Con-way as Vice President of Marketing and Branding at the beginning of 2008, and now provides consulting services in these areas of business as well as being a Realtor for residential properties in the Mid-Peninsula area. Mr. Moritz joined the WBSD board in August, 2009. He has a bachelor’s degree in transportation and an MBA in finance, both from the University of Maryland. He is a veteran of the U.S. Air Force.

George Otte

George Otte – Director (Term: 2020-2024)

Mr. Otte is a licensed Civil Engineer whose career has spanned 34 years working in the private sector for regional consulting firms in the water and wastewater fields. Many of his former clients included cities and special districts in the San Francisco Bay Area. Mr. Otte grew up in Redwood City and has lived within the District since 1987. He is now retired. Director Otte serves as the representative for WBSD on Silicon Valley Clean Water (SVCW), a Joint Powers Authority that is responsible for the plant that treats wastewater from WBSD and the cities of Redwood City, San Carlos and Belmont.
